Dear Hamilton City Council,
I am writing to request the following information:
1. A list of all public facing CCTV cameras owned OR operated by the Hamilton City Council, any Council Controlled Organisations (CCOs), and CitySafe.
2. A list of all cameras used for Automatic Number Plate Recognition (ANPR) within Hamilton.
3. A list of all cameras used for traffic enforcement e.g. red light, point-to-point and standalone speed cameras within Hamilton.
4. For each camera identified by requests 1-3, please include in a spreadsheet the GPS location (preferred if available) or a description of the general location and purpose (nearest intersection or point of interest). Please also include the brand and type of camera (e.g. Axis PTZ 360).
5. If possible, could you please indicate in your written response what kinds of traffic enforcement are currently undertaken using the identified cameras, and whether there are current or future plans to broaden the kinds of enforcement activities undertaken using said cameras.

CCTV cameras locations / ANPR. Your information request has been processed
on 15/07/2024 and passed on to the relevant team within Council for a
response. The Local Government Official Information and Meetings Act 1987
(LGOIMA) requires that we advise you on whether Council will provide the
requested information as soon as reasonably practicable, and no later than
20 working days after the day we receive your request.
We will respond to you no later than 09/08/2024 .
Urgent requests
If you have asked for your request to be processed urgently,the team will
try to meet the date you have specified. However it may not always be
possible to meet your timeframe due to staff resourcing, and the size and
complexity of your request.
Fees & Charges
There is typically no charge, however the decision to chargewill be made
at Hamilton City Council's discretion and in alignment with our [2]LGOIMA
Charging Policy.
If there is a charge to be applied, Hamilton City Council will notify you
prior to incurring the charge.
Our management policy regarding charging is supported by theMinistry of
Justice Charging Guidelines for OIA requests.
You are entitled to three hours free and 20 pages of photocopying free of
charge. After that, charges of $38 per 30 minutes, and 20 cents per page
of photocopying applies. We may also recover any other actual costs, such
as special consultancy fees or other materials. This is set out in our

Pro-active release of information
One of the key purposes of LGOIMA is to make information more freely
available, which promotes good government and trust and confidence in
public services. Proactively releasing completed OIA requests that may be
of interest to the wider public can help reduce the need for individuals

We have 3 vehicles kitted out with ANPR cameras. The vehicles are also
fitted with cameras to take photos of tyre positions.
5. If possible, could you please indicate in your written response what
kinds of traffic enforcement are currently undertaken using the identified
cameras, and whether there are current or future plans to broaden the
kinds of enforcement activities undertaken using said cameras.
The Parking team are currently using the ANPR vehicles to identify the
following offences:
P106 – parking over time limits P5, P10, P15, P30, P60, P120, P180 and
P240.
P105 - Prohibited area.
P107 – Parked in area marked by broken yellow lines.
P108 - Parked in an area reserved for hire and reward.
P114 – Incorrect kerb parking – left side of the road.
P115 – Parked on a footpath or cycle path.
P127 – Parked on a flush median or traffic island.
P128 - Parked on a special vehicle lane.
P350 – Parked on lawn, garden, or verge.
P542 – Parked in metered parking place without paying the applicable fee.

I'd like to request a clarification of your response to request 5, it seems to imply that you only use ANPR-equipped vehicles for enforcement? The answer to the question is yes, there are other enforcement activities
undertaken, related or aided by the use of the LPR cameras. These are:
o They are used at the Opoia Paa off-street car park, which has static
LPR cameras for enforcing non-payments.
o They were used to count vehicles parked in, and that came into,
temporary traffic management controlled areas during the FiFA Women’s
World Cup.
o They have been used to manage problem parkers outside certain schools
during the after school pick up period where safe issues were
identified and the area to manage is too large on foot.
o They are being used to collect data for occupancy surveys to support
decisions for future parking management plans. .
o They have been used on Saturdays to manage illegal parking
around/close to sports facilities.
