I am requesting the following information in respect of the updated forecast make good costs and income loss following the possible/likely end of ski field operations on Whakapapa.

1. All correspondence since 1 Jan 2024 between DOC and other Crown agencies regarding costs to make good the Whakapapa ski concession area, and associated facilities. For instance lift removal, remediation, ski field buildings, ski club lodges and related infrastructure such as reticulated services etc. Please include all, identified costs such as DOC internal personnel, contract resources as backfill where staff are assigned, or fixed term employees tasked to manage or participate in this work.

Please provide the information in 6 monthly periods where this is available.

2. The forecast income loss that DOC will experience as a result of the cessation of ski field operations. Including discussions with other crown agencies.

3. All internal DOC correspondence identifying how these figures were determined, and the degree of confidence.

4. All documentation r corredpondence from 1 Jan 2024 that addresses scenarios to reduce or mitigate the financial impact of such an outcome.

5. All ministerial briefings or updates which address this outcome.

Thank you for your Official Information Act request to the Department of
Conservation, dated 31 August 2024 in which asked various questions in
respect of the updated forecast make good costs and income loss following
the possible/likely end of ski field operations on Whakapapa.

 

We have scoped your request and note that it requires clarification or
amendment. This is because initial searches indicate that there may be a
significant amount of material captured. Such a request (if not refined)
may lead to substantial collation/research and result in the application
of a notable timeframe extension.

 

With this in mind could you consider clarifying/refining the following
aspects of your request:

 

o Question 2: The forecast income loss that DOC will experience as a
result of the cessation of ski field operations. Including discussions
with other crown agencies.

o We suggest this aspect of your request is refined to a timeframe that
includes communication with other Crown agencies on these matters from
January 2024 to present.

 

o Question 3: All internal DOC correspondence identifying how these
figures were determined, and the degree of confidence.

o We suggest this aspect of your request is refined to a timeframe that
includes relevant material from 1 January 2024 to present.
o Additionally, we seek refinement to only seek correspondence concerned
with the latest make good figures (rather than old figures which are
now redundant and are already publicly available). Without refinement
this aspect of your request it is likely to be refused due to the
amount of in scope information.

 

o Question 4: All documentation correspondence from 1 Jan 2024 that
addresses scenarios to reduce or mitigate the financial impact of such
an outcome.

o We seek clarity on this aspect of your request. To help us better
understand your needs could we ask what type of information you are
hoping to receive from this aspect of your request?

 

o Question 5: All ministerial briefings or updates which address this
outcome.

o We suggest this aspect of your request is refined to a timeframe that
includes relevant material from 1 January 2024 or sooner

 

Please let us know whether you are comfortable with the suggested
refinement outlined above. We also note that if refinement/clarification
is not sufficient, then aspects of your request may be declined, pursuant
to section 18(f) of the Official information Act.

The 1 Jan 2024 date suggested is acceptable where suggested.

Q4. I wish to receive all information that covers operating scenarios which reduce the requirement for make good activities. For instance retention of some facilities such as newer infrastructure or repurposing buildings to provide alternate functions enabling them to be retained through for an extended period.
