1. Were Gisborne emergency services such as Police, Fire Department, Ambulance station and Civil Defense consulted about the Streets for People project on Grey Street, Gisborne and can i please have all information relating to that?.

2. Are Civil Defense aware and were they consulted that a Gisborne Orange zoned tsunami evacuation route that runs down Kahutia Street and continues through Grey Street is now blocked off because of the Grey Street, Gisborne Streets for People project?.

Kia ora Ian,

 

All emergency services excluding Civil Defence were presented the design
by Tairâwhiti Adventure Trust, out community partner in the project.

This took place on November 3rd.

 

Our Emergency Management Group Manager / Group Controller response to the
changes –

 

Evacuation routes are not based solely on vehicle accessibility and what
is actively promoted when conducting community planning and outreach is
that evacuation by foot (either vertically or horizontally) is the mode
that people should imminently plan to adopt.

Roads will be subject to congestion and critical infrastructure will also
be predisposed to becoming ‘chokepoints’ for vehicles as well as mass
pedestrian movement along roads.

Equally, we promote that plans for evacuation include primary and
secondary routes for movement with the primary objective being to either
get out of the tsunami zone via horizontal route or using a vertical
evacuation.
