NZTA has a documented process to assess the health impact of road
improvement projects arising from road-traffic noise exposure ([1]Guide to
assessing road-traffic noise). This process employs New Zealand Standard
6806:2010, which distinguishes between roads that will be materially
“altered” with respect to noise and those that will not. In essence, a +3
dB or greater change in noise level would typically meet the threshold for
an altered road, and require an assessment of noise. A project that does
not meet that threshold will usually not require noise assessment under
the Standard. Therefore there is no fixed minimum separation distance for
noise effects, but separation distance (and the change in separation
distance) do still feed into the NZS 6806 assessment process.
NZTA has a documented position on operational vibration from road
improvement projects, which is described in section 2 of [2]Technical
Memorandum NV5. It does not impose a minimum separation distance.
