Dear Ministry of Transport,

Costs
When it was announced in 2022, the national single payment system for public transport was going to cost 1.3 billion dollars and that the supplier was Cubic.

Is this still accurate or have the costs or supplier changed? Please provide both original costing estimates and current costing expectations if they are different.

Additionally, how much has the Auckland rollout of the program cost, originally estimated and final cost of delivery?

Functionality
When announced in 2022, the system was said to allow for concessions. Now when the Auckland program is being rolled out, it specifically does not have this functionality.

Please provided all documents and emails between the supplier and ministry relating to functionality of the system, including proposed and agreed functionality.

Kia ora Zach,

 

Thank you for your request of 14 November 2024 to the Ministry of
Transport, seeking information about the National Ticketing Solution (NTS)
and the recent rollout of contactless payments on public transport
services in Auckland.

 

On 15 November 2024, your request was transferred to NZ Transport Agency
Waka Kotahi (NZTA) under section 14 of the Act.

 

In order to respond to your request, we are seeking clarification on the
following part of your request:

 

Please provided all documents and emails between the supplier and ministry
relating to functionality of the system, including proposed and agreed
functionality.

 

As it stands, this part of your request seeks a significant volume of
material as it has no defined timeframe and has a broad scope. This means
that we will most likely need to refuse this part of your request under
section 18(f) as the information requested cannot be made available
without substantial collation or research. It is likely that several
thousand items will fall within the scope of your request, as it covers
several years of the programme’s development and is broad in nature.

 

This part of your request is premised on your previous question around the
functionality of the NTS and if it has changed to not include concessions,
since it was announced in 2022. We can confirm that the NTS will include
concessions fares such as student or child discounts, and products such as
SuperGold or Community Service Cards. Our response will cover this in more
detail.

 

As there has been no change to the product that will be rolled out to
customers across 2025 and 2026, we ask that you clarify your request by
either:

 a. Confirming that you no longer wish to request documents and emails
relating to the functionality of the NTS system.
 b. Specify a suitable timeframe and scope for your request for materials,
which NZTA can assess as part of your response.
 c. Confirm that you do not wish to clarify your request, in which case
NZTA will assess your request as it currently stands.

 

We look forward to hearing from you by 26 November 2024, for us to
progress your request effectively.
