I have been asked to advise you that Police requires an extension of time in which to respond to your request, pursuant to section 15A(1) of the Official Information Act 1982 (OIA). Specifically, section 15A(1)(b), consultations necessary to make a decision on the request are such that a proper response to the request cannot reasonably be made within the original time limit.

Police requires until 20 January 2025 to provide a substantive response to your request, however we are endeavouring to provide this to you as soon as possible.

As advised in your response letter, even if the scope of your request was reduced to "introductory email communications between the hikoi organisers and Police outlining future steps/plans and moving forward", Police would continue to refuse the narrower request. The reason for Police's continued refusal is that identifying which emails are included within a revised request with a narrower scope would involve just as much if not more time and effort to collate, still requiring substantial collation or research such that section 18(f) of the OIA would continue to apply.

You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
