Dear New Zealand Transport Agency,
I am requesting the following official information under the Official Information Act 1982:
1. The business cases for all current Roads of National Significance (RoNS) projects, including:
- Cost Benefit Ratios (BCRs)
- Present Value calculations
- Economic assessment details
- Project cost estimates
2. Specifically for the Hawke's Bay Expressway four-laning project:
- The full business case
- Detailed BCR analysis
- Economic benefits assessment
- Construction timeframes
- Cost estimates
Please provide this information in electronic format if possible.

Thank you for your response. When requesting Present Value calculations, I am specifically seeking:
The discounted cash flow analysis that shows how future costs and benefits of the RoNS projects have been converted to present-day values.
This should include:
The initial investment costs
Expected future cash flows (both costs and benefits)
The discount rate used in the calculations
The time period over which the analysis was conducted
For the Hawke's Bay Expressway project specifically, I would like to see how NZTA has calculated the present value of:
Construction and maintenance costs
Expected benefits (such as travel time savings, safety improvements, and reduced operating costs)
Any projected maintenance costs over the analysis period6
This information is typically included in the economic assessment section of business cases, where future costs and benefits are converted to today's dollars to enable fair comparison of different project options.
