I am in receipt of your OIA request, dated 3 December. You have asked:
1. How much Massey has spent on management consultants and associated
business services (for example, with Deloitte, KPMG and competitor
firms);
2. Please specify with which firms, and on what projects;
3. Supply this information for the past five years on a per year/per
project basis, and indicate if any reports from these projects are
available.
Without the names of specific firms of interest to you, we would be
reliant on undertaking a search of our financial system for expenses coded
to the ‘Contracted Services’ item code. Our initial search using a single
(small scale) reporting line indicates there were 75 separate transactions
for a single year coded in this general category. To identify whether the
information from a single transaction would be within scope of your
request would require one-to-one consultation with the relevant business
unit, including to ascertain whether the expense was also related to a
formal project or not and, whether there are any associated reports from
the relevant project.
We estimate for single transaction enquiry this would take a staff member
5 minutes for the 2024 year transactions, but more likely around 15
minutes for years earlier than 2024. This would equate to around 78 hours
of work, for this small reporting line alone. Note that there are 16
reporting lines and we would expect the volume of transactions to double
or triple (or more) depending on the size of the associated underlying
business units.
In summary, as framed your request would require substantial collation and
research and is likely to be refused due to the impact it would have on
our operations to provide a response, even after considering applying a
charge or extending the timeframe for response. Accordingly, we have
decided to consult with you (under section 18B of the Official Information
Act) to see if you would be willing to refine your request. To avoid the
university having to refuse the request or apply a charge, we would
encourage you to consider reframing your request to the following:

Please note, once you confirm if the refined request is agreeable to you,
this will be considered a new request for the purpose of calculating the
