Dear KiwiRail,
I am writing to request information regarding KiwiRail's engagement with Lightning Naval Architecture in 2011 to develop a concept design for a new rail Roll-on/Roll-off (Ro-Ro) passenger ferry. Specifically, I would like to request the following:
Copies of any concept design documents, reports, or presentations developed by Lightning Naval Architecture and/or KiwiRail for the proposed rail Ro-Ro passenger ferry.
Documentation outlining the objectives or business case for commissioning this concept design.
Information on whether the concept design was implemented, modified, or shelved, including reasons for the decision.
Any subsequent projects or designs developed based on this engagement.
Copies of any assessments, studies, or reports detailing the infrastructure changes required at Wellington and Picton ports to accommodate the proposed ferry design.
Any plans, blueprints, or concept designs for modifications to the rail, passenger, or freight handling facilities at these ports.

Good afternoon
I am responding to your OIA request as per the below.
Unfortunately, we are declining your request under Section 18(e) - does not exist or, despite reasonable efforts to locate it, cannot be found.
We are unable to locate any documentation from this time relating to the engagement with Lightning Naval Architecture in 2011.
Institutional knowledge suggests this wasn't pursued further as it was decided to lengthen the Aratere, look at different lease options for our vessels.
But we do not hold any of the supporting documentation.
As FYI - most of KiwiRail's records are not digitised prior to 2014.
