Kia ora Alan,

Thank you for your request.

We are contacting you in accordance with section 18B of the Official Information Act 1982 (the Act).

We note you have requested information across two Ministerial offices. These communications are not catalogued and as such, the information you have requested cannot be made available without substantial collation and research. We ask that you please refine your request.

Unless your request is amended, we may have to refuse it under section 18(f) of the OIA, which applies where the information cannot be made available without substantial collation and research. Please note, under section 15 of the Act, any clarification or amendments made to a request within seven days after the date it is received may be treated as a new request and the time limit for the response restarts.

Please let us know whether you are prepared to amend or clarify your request and, if so, how. If we do not hear from you, we will need to make a decision on your request.

Kind regards,
Office of Hon Erica Stanford

Thank you for your reply.

I have requested correspondence between yourself and/or your Office, with David Seymour and/or his Office from 1 February 2025.

I am only requesting information held by your Office/you - not information held by Minister Seymour's office. Therefore I disagree with your interpretation that I have "requested information across two Ministerial offices".

Could you please advise?

Yours sincerely,

Alan Riley

Kia ora Alan,

Thank you for your response.

Members of this office regularly communicate with Minister Seymour and/or his Office. Your request as it stands remains broad in scope covering multiple channels, including emails, text messages, Teams messages, and phone calls. Identifying all relevant correspondence would require manually reviewing a significant volume of communications, which would involve substantial collation and research. We ask that you please refine your request.

Unless your request is amended, we may need to refuse it under section 18(f) of the Official Information Act 1982, as it would require substantial collation and research.

Please note, under section 15 of the Act, any clarification or amendments made to a request within seven days after the date it is received may be treated as a new request and the time limit for the response restarts.

Kind regards,
Office of Hon Erica Stanford

Kia ora Alan,

Thank you for your response.

Your request as it stands remains broad in scope. Identifying all relevant correspondence would require manually reviewing a significant volume of communications, which would involve substantial collation and research. My office has at least 17 members of staff (including departmental secondees). Requiring all of them to go through multiple channels of communication to identify any correspondence with staff would require significant time and prevent them from undertaking their day-to-day role, and I do not believe it is in the public interest for staff time to be diverted in this way.

We ask that you please refine your request further.

I am comfortable to omit staff solely working on Immigration and the Government’s Response to the Royal Commission’s Report into Historical Abuse in State Care and in the Care of Faith-based Institutions from the scope of my request. However, general staff who work across the Office or staff related to your Education portfolio remain within scope.

I further advise that I will not agree to any additional refinement in scope.

Yours sincerely,

Alan Riley

Dear Erica Stanford (MIN),

Your undated letter sent 4 April 2025 omits to consider my response to your office on 1 April 2025.

Your decision is therefore flawed on the premise that you have overlooked this response.

Please consider my correspondence of 1 April and respond accordingly.

Yours sincerely,
