Response to this request is delayed. By law, New Zealand Police should normally have responded promptly and by (details and exceptions)

Dear New Zealand Police,
I am writing to enquire about the operation and operator of the vehicle mentioned above.
On 26 January 2025 this vehicle was being operated in the car park of the Twin Pines Restaurant in Haruru. I pulled in and spoke briefly to the operator about the vehicle being parked on private property. The operator informed me that the police had written permission from the owner of the restaurant. So part one, "I require to see a copy of the parking permission.
The same vehicle, Blue Volkswagen van rego. LRZ138, was parked there again today, 9 March 2025. I pulled in again to ask some questions. It was obviously the same operator because he obviously recognised me and, before I could even say a word, he said "I can't talk to you mate you're interfering with a witness," whereupon he slammed the sliding door. I knocked on both the sliding and the front passenger door, he totally ignored me. I wish to know how it was fine for him to talk to me on 26 January 2025 but not fine for him to talk to me on 9 March 2025 Part 2 According to New Zealand Bill of Rights Act 1990 14Freedom of expression
Everyone has the right to freedom of expression, including the freedom to seek, receive, and impart information and opinions of any kind in any form. How come NZ Police seem to be exempt from that? I was merely "seeking information."
Yours faithfully,
Geoff. Waterhouse

I refer to your request below. I have been asked to advise you that Police requires an extension of time in which to respond to your request, pursuant to section 15A(1) of the Official Information Act 1982 (OIA). Specifically, section 15A(1)(b), consultations necessary to make a decision on the request are such that a proper response to the request cannot reasonably be made within the original time limit.
Police requires until 2 May 2025 to provide a substantive response to your request, however we are endeavouring to provide this to you as soon as possible.
You have the right, under section 28(3) of the OIA, to make a complaint to an Ombudsman about this extension. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.

Dear Ministerial Services,
I am writing further to my previous e mail in response to your reply. I forgot to mention some things so here goes.
If I remember correctly I filed a 105 complaint about this but I can't find it. About a week or so ago I received a phone call from somebody at Whangarei Police Station, I can't remember his name. I really must make sure I get names and badge numbers in future as your staff members are very unreliable and, as i have said on a number of previous occasions, they tell lies. I told the one who called that I wanted a copy of the recorded conversation. I gave him my name and e mail address and he said that he would write to me. Needless to say I am still waiting. Whoever it was, told me that I could be charged with harassment by attempting to talk with whoever it was who was in the van. Seems another example of double standards, you can talk to "we the people" and it's fine, if "we the people" want to talk to one of your revenue gatherers, it's harassment.
I also mentioned to your caller that I have the right to request information from whomever I wish, in accordance with the New Zealand Bill of Rights Act, he informed me that your photographer has the right not to provide the information requested but "we the people" have to provide information to your enforcers, another example of double standards and a 2 tier justice system. I expect this to be looked into as it forms part of the OIA request
Regards
Geoff. Waterhouse
