Dear Ministry of Justice,
Is it possible for an organisation that is not a Crown entity to have quasi-judicial functions? If so can you please provide the fullest possible explanation as to how this is possible and examples of organisations in N.Z. that have quasi-judicial functions but are not a Crown entity/organisation.

Non-Crown entities with quasi-judicial functions
Thank you for your correspondence of 26 November 2015 about non-Crown entities with quasi-judicial functions.
We are not aware of any organisations or bodies that are not part of the Crown performing quasi-judicial functions in New Zealand.
There are a number of Commissions and Authorities designated to perform independent functions that may be considered quasi-judicial, such as the Human Rights Commission, the Families Commission and the Financial Markets Authority. These bodies are empowered to do so by statute. They are insulated from ministerial interference or control in relation to their quasi-judicial functions and are not required to give effect to government policy. They are generally designated as autonomous Crown entities or independent Crown entities under the Crown Entities Act 2004.
