Why do some soldiers wear medals and others wear just ribbons

Dear New Zealand Defence Force,
I saw a number of soldiers down the Main Street in Taihape today selling poppies. All were dressed superbly. I noticed that they were all wearing the khaki jacket with the brass buttons and the New Zealand patch sewn onto each shoulder.
Some of the soldiers were wearing medals while others were only wearing ribbons.
I am officially requesting that you release to me the reason for this.
