I would like to request any documents or information pertaining to the following topics:
1. any traffic management plans for the proposed relocation of Te Kura Kaupapa Māori o Te Wānanga Whare Tapere o Takitimu to Bennett Road, Waipatu, Hastings, Hawkes Bay.
2. any plans to orientate the school buildings in order to mitigate the smell from the chicken farm located within 500m of the proposed school site.
3. any plans to mitigate the effects of the septic tank cleaning business located within 500m of the proposed school site.
4. any plans to mitigate orchard spray drift from within 500m of the proposed school site.
5. any plans to mitigate the dangers of the trainline within 500m of the proposed school site.
6. the ownership model of the school site.
7. the capability documentation associated with upgrade of Te Kura Kaupapa Māori o Te Wānanga Whare Tapere o Takitimu to deliver from years 9-13 .
8. the development plan showing the school's ability to increase from a roll of 78 to a proposed roll of 350 students.
9. the calculation showing that 70% of the students will approach the proposed site from the south west of Bennett Road.
10. the changes made to enable a school previously proposed to occupy a 28,300m2 site to now fit on a proposed 3000m2 site.
11. how MoE is addressing the funding concerns noted by TEC with regard to Te Wānanga Whare Tapere o Takitimu which currently shares a site with Te Kura Kaupapa Māori o Te Wānanga Whare Tapere o Takitimu (Audit Final report released 23 May 2016. Edumis Number: 9847)
12. how the designation of a school of 400 students aligns with the current Heretaunga Plains Urban Development Strategy (HPUDS) zoning of the site.
13. any records documenting consultation prior to an application for designation with current Waipatu residents.
14. any records documenting consultation prior to an application for designation with Hastings District Council.
15. any records documenting consultation prior to an application for designation with NZTA.

Dear MOE,
Thank for the information you released on 18th October. It does add to the NOR information provided to Hastings District Council on 19 September but it is a little disappointing that some of that information couldn't have been released earlier.
In our phone conversation of 5th October in which MOE expressed regret that the response had taken so long we discussed that having accessed the NOR had raised further questions.
I believe my phone request was something along the lines of "I would like to see the site selection documentation which identified the 55 alternative sites to the school". I recall we agreed that MOE would look into that and release it outside the OIA request, however I see this has not happened.
To that end, I would like to further request a copy of the documents identified on page 23 of the NOR application under the heading Alternative Sites.
For the purpose of clarification the NOR states:
“The Ministry undertook a thorough multi stage site selection process specifically tailored to ensuring the site meets the educational needs and outcomes of the Kura and Kōhunga Reo.”…
“Stage one identified over 100 potential sites. This was narrowed to 55 sites by focussing on certain areas. Stage two considered the seven top scoring sites”…
“The [Bennett Road] site was not identified in the original site selection process and it was not in the original site section area”…
“However, given that the site was being selected for a kura kaupapa Māori, additional weighting over and above what would be typical for a state school was given to the cultural connection which the Kura and Kohanga Reo identified In relation to the site, as it is expected those connections will contribute to the Kura and Kōhanga Reo relocating successfully and will assist in each achieving their respective educational outcomes. This resulted in the site becoming the preferred site”…
“Subsequently, the site selection evaluation was updated to reflect these criteria and educational objectives.”
This addition to the OIA request is therefore for
1. The stage one analysis which identified over 100 potential sites (not including the ultimately preferred Bennett Road site).
2. The stage two analysis of the seven top scoring sites (not including the ultimately preferred Bennett Road site).
3. The unnamed evaluation in which the ultimately preferred Bennett Road site was compared against the Ministry‘s endorsed and tested Site Selection & Evaluation Methodology (version 6).
As these documents should all be on record I look forward to a response inside the OIA period.
