Im requesting the following information under the Official Information Act.
Prior to the introduction of the Three Strikes system for violent offenders
A). How many people convicted of Murder, Rape or Manslaughter and other violent offenders and were released have reoffended and convicted of any crime since the above conviction and if there were repeat offenders of the same charge, how many?
B) How many victims of these crimes were there?
C) Have any of those convicted above, been found guilty of Murder, Rape or Manslaughter on more than one occasion?
D) What was the reoffending rate percentage of those sentenced to prison and released/paroled for the 10 years prior to the 3 Strikes system.
E) What was New Zealand's reoffending rate in general for these 10 years?
Since the introduction of the three strikes system.
F) How many offenders have been given a 1st Strikes warning?
G) How many offended have been given a 3rd Strike.
H) What is this as a percentage comparing number of offenders given a 3rd strike against a 2nd strike?
I) What is this as a percentage comparing number of offenders given a 3rd strike against a 1st strike?
J) Do H) and I) point to the statistical fact that the 3 strike system reduces reoffending rates and therefore creates less victims of violence used against victims, much more effectively (% wise) than compared to the 10 years previous?

Thank you for you Official Information Act 1982 request of 19 November

To assist you in your request, we request clarification in regards to
question A).
A. How many people convicted of Murder, Rape or Manslaughter and other
violent offenders and were released have reoffended and convicted of
any crime since the above conviction and if there were repeat
offenders of the same charge, how many?
We have interpreted your question as referring to all specified violent
offences (as defined in section 86A of the Sentencing and Parole Reform
Act 2010) and intend to supply data for the period from 1 June 2005 to 31
May 2010.
Is this interpretation acceptable?

Yes, I'd like the information of those convicted under section 86A of the Sentencing and Parole Reform
Act 2010) and also the number of those individuals that have re-offended under the same Act, but not necessarily the same provision in that Act.

Yes that is acceptable, for Question A), as Im just looking to compare reoffending rates before and after the implementation of the 3 strikes legislation, since Minister of Justice Andrew Little said he doesnt know if it works, im hoping Maths and common sense shows a reduction has occured since it's implementation.

I refer to part of your Official Information Act (OIA) request transferred
from the Ministry of Justice and received by Police on 4 December 2017 in
which you requested the following:
· “How many victims of murder, rape and manslaughter there have
been since the three strikes legislation came into effect (1 June 2010).”
Police started publishing the Recorded Crime Victims Statistics (RCVS) on
November 2014. Victimisation statistics cover the period from July 2014
onwards. Therefore, victimisation data is not available prior to July 2014
[section 18(g) of the OIA].
Police victimisations statistics is available online at policedata.nz.
However, whether these victimisations are within the three strikes rule
are not distinguished in our statistics.
I regret that on this occasion it has not been possible to provide the
information you have requested. I trust my response is still helpful in
guiding you to online holdings for such data.
