I am interested in the proposed GWRC 2018/19 Annual Plan and, in particular, how the Transport Rates have been calculated. Can you please provide me with a complete copy of the detailed calculations that were used to provide the transport rates information in the draft 2018/19 Annual Plan ?
I assume that the Transport Rates Calculation information is held in electronic spreadsheet form and I would prefer it was provided to me in its complete, original electronic format as I wish to understand how the calculations were made including the formula used. Please advice if this assumption is not correct and advice what format this information is held. If this information is not to be provided in its complete, original electronic format, please provide the grounds for the GWRC refusal to provide this information in the requested format.
I am also interested in changes to the Transport Reserve. Can you please provide me with a listing of the changes (contributions and withdrawals) from the Transport Reserve over the past three years including the source for the contributions and the target for the withdrawals ?
Please contact me if this will assist you in clarifying my request and/or providing the requested information.

Thank you for providing the Transport Rates allocation information/spreadsheet. The spreadsheet information provided explains the allocation calculation of the 2018/19 Transport Rate total of $67,273,010 to the regions ratepayers using the proposed new Transport Rates allocation policy.
However, my request stated "Can you please provide me with a complete copy of the detailed calculations that were used to provide the transport rates information in the draft 2018/19 Annual Plan ?"
It is clear from my initial examination of the provided spreadsheet that the information on how the GWRC calculated that the 2018/19 Transport Rates total would be $67,273,010 is yet to be provided. Understanding why the Transport Rate has increased by $2,616,614 from the 2017/18 year is a key part of the information I seek under this information request.
Can the GWRC please confirm when it will provide the detailed calculations used to support the estimation that the 2018/19 Transport Rate would be $67,273,010 ?
I would note that I require this information to support a possible submission on the GWRC Long Term and Annual Plan for which submissions close on 29th April 2018. I therefore further request that urgency be applied to the provision of the missing information.
Finally, I would note that I prefer that the missing calculation information be provided in its complete and original format including any linked spreadsheets.

Thank you also for finally providing the 2018/19 Transport Rates calculations which support the Annual Plan component of the GWRC 2018 – 2028 Long Term Plan consultation.
However, the Long Term Plan component of the Transport Rates estimates are also requested in this information request. This information is outlined as a major component of the Targeted Rates such as in the chart on page 32 of the GWRC “Investing in our Extraordinary Region” Long Term Plan 2018-2028 consultation document and related documents.
The Transport Rate supporting calculations for the period of 2018-2028 that is part of the consultation is yet to be provided. This is obviously a major component of the GWRC Targeted Rates but the annual predicted Transport Rate totals showing Transport Rates increasing from $67M - $105M appears to be specifically listed in “Metlink Public Transport” section of the “Supporting Information to Investing in our Extraordinary Region” document in the following table:
