I am interested in the proposed GWRC 2018/19 Annual Plan and, in particular, how the Transport Rates have been calculated.
1) Can you please provide me with a complete copy of the detailed calculations that were used to provide the transport rates information in the draft 2019/20 Annual Plan ?
I assume that the Transport Rates Calculation information is held in electronic spreadsheet form and I would prefer it was provided to me in its complete, original electronic format as I wish to understand how the calculations were made including the formula used. Please advice if this assumption is not correct and advice what format this information is held. If this information is not to be provided in its complete, original electronic format, please provide the grounds for the GWRC refusal to provide this information in the requested format.
I am also interested in the information related to the 2019/20 Transport Rates provided to councillors at council workshops.
2) Can I please have a copy agenda (including date/time, location and attendees) of each council workshops held at which the 2019/20 Transport Rates were discussed ?
3) Can I please have a copy of any reports, presentations or other information provided in preparation for, or during or subsequent to each council workshops held at which the 2019/20 Transport Rates were discussed ?
4) Can I please have a copy of any meeting minutes or meeting notes from each council workshops held at which the 2019/20 Transport Rates were discussed ?
I am also interested in changes to the Transport Reserve.
5) Can you please provide me with a listing of the changes (contributions and withdrawals) from the Transport Reserve over the past three years including the source for the contributions and the target for the withdrawals ?
Please contact me if this will assist you in clarifying my request and/or providing the requested information.

I would note that the proposed 2019/20 Annual Plan including the proposed Rate totals were presented to the GWRC Council Meeting of 21st of March. I would also note that the GWRC substantive response is now very overdue.

No decision regarding transport rates (nor general rates) was made at the
scheduled Council meeting on 21^st of March and it has been deferred to
2^nd of April. Therefore, we cannot currently provide this information on
the basis that it does not yet exist. We will provide this information
once it has been decided and confirmed in the 2019/20 Annual Plan.

Dear Sam Horsefield,
I do not seek a copy of the rates calculations agreed by the GWRC but a copy of how the Transport Rates were calculated "in the DRAFT 2019/20 Annual Plan". I, or the residents association of which I am a member, have made the equivalent information request of the GWRC nearly every year for the past decade.
For the sake of clarity, I feel I must repeat the key part of my request of 1 February 2019 that states:
"1) Can you please provide me with a complete copy of the detailed calculations that were used to provide the transport rates information in the draft 2019/20 Annual Plan ?"
The draft annual plan was reported to the GWRC council meeting of 21st March 2019 in (ironically) Report 19.84 and its two attachments. The draft Transport Rates HAVE been calculated and published. Therefor the supporting calculation information must now be held by the GWRC and should be provided as a matter of urgency.
So just to be much clearer and to speed things up, this request seeks the draft Transport Rates calculations used to support the rate totals in the draft GWRC 2019/20 Annual plan as presented to the council on the 21st of March in Report 19.84 and in its attachments.
Given the delay in providing this information held in Report 19.84, I also ask that the GWRC confirm when it will be providing this now overdue information as soon as possible. If the GWRC determines that it will refuse this request then, of course, I would expect to be informed of the grounds under LGOIMA under which the council believes it should withhold this information.
Finally, please note that this request also seeks the information in its complete and original electronic format which I expect to be one or several spreadsheet files.

Thank you for your e-mail and clarification of the information that you
were requesting.
In our response dated 4 March we noted that the "transport rates have not
been finalised" and that we would provide the information "after 31 March
2019". This was based on the assumption that the report on the proposed
Draft Annual Plan 2019/20 would be approved at the Council meeting on 21
March 2019.
The Draft Annual Plan 2019/20 was not approved at this meeting and will
now be presented to Council on 2 April 2019.
Until the Council has approved the proposed Draft Annual Plan 2019/20 we
do not have a Draft Annual Plan 2019/20 and therefore are unable to
provide the information you have requested.
Once the proposed Draft Annual Plan 2019/20 has been approved by the
Council we will be very happy to provide the information that you have
requested.

In speaking with the drafting officer, the actual calculation of the Transport Rates for ratepayers is provided in columns AC (labelled "Rates Requirements") of the provided spreadsheets. However, due to the redacted commercially sensitive information the individual breakdown on your copy will not add up to the total ($71.5 million).

I am sorry but there is obviously a miscommunication on my information request. The information in Column AC is not "the actual calculation of the Transport Rates for ratepayers" ... it is only the calculation of the total amount of Transport Rates to be funded by the regions reatepayers. The information provided today excludes the allocation of the rates to ratepayers. As a ratepayer I still cannot understand my individual rates contribution towards the Transport Rates from the information provided by the GRWC.
My original request includes the rates allocation. The rates allocation is part of the public consultation currently underway by the GRWC and the rates allocation impact on ratepayers are outlined in pages 46 - 49 of the "Annual Plan 2019/20 Supporting Information" (https://haveyoursay.gw.govt.nz/44253/doc...). My request is so the rates impact of the Transport Rate and other rates on the diffrerent ratepayer groupds across the region can be understood t support a possible submission to the GWRC Annual Plan.
I must note at this point that I have requested this information every year for the past decade and it is extremely frustrating to have to battle the GWRC for this basic information every simple year.
