The proper management and use of geospatial data (location information) is critical across the economy; it is significant in determining high productivity methods to more efficiently resolve increasingly complex challenges. Everything happens (or will) 'somewhere'.
But procurement Rule 60 (3rd Ed) is in the process of being 'retired' (scheduled to be replaced by another Rule 60 on a completely different subject).
A Cabinet directive underpinned Rule 60 (3rd Ed) whereby a key intent was to introduce & encourage the adoption of formal standards (national & international) that will contribute over time to considerably improve the management and use of geospatial data, and contribute toward data infrastructure, and have entities collaborate, including with other significant holders of location-based information, including local government, Crown agents, academia and the private sector.
Please provide a copy of the 2010 Cabinet directive that underpinned Rule 60 (3rd ed).
Please provide a copy of any documentation that updated that Cabinet directive, or in any way signaled to Cabinet any reasons to change Rule 60 (3rd Ed). If Cabinet was not formally briefed, why not?
Please provide copies of any consultation (and communications), of any type/form, on the decision to retire procurement Rule 60, and in relation to any significant holders of location-based information situated in any local government, Crown agent, academia entity or the private sector.
Was Standards NZ (SNZ) consulted? Standards are valuable assets when used with planned procurements. Please provide all documentation related to consultation with this key stakeholder
Was the Government Chief Data Steward consulted regarding the procurement Rule for geospatial information? Please provide documentation from this consultation and the reasons for their decisions?
Was the Government Chief Digital Officer consulted? Please provide documentation from this consultation on geospatial information and services (Rule 60)?

Dear Emma Drysdale,
You advise that you are extending the timeframe by 10 working days on making a decision on my request for information (for information that was previously openly accessible for the public, but which has since gone 'off-line').
Accordingly, I object to the unnecessary delay.
As a minimum, at least some of the information requested should be able to be released to partially fulfill this OIA request. If not, then please be specific as to why not?
Some of the information requested, such as Cabinet directives, were previously available on the MBIE procurement website (directly supporting Rule 60).
Questions arising:
Does the Ministry still have access to the resources requested?
If not, why not?
Please release without further delay, the Cabinet directives; that would be a partial response in good faith toward fulfilling this OIA request.
