Number of ECT Devices in New Zealand hospitals or care facilities.
Nigel Gray made this Official Information request to David Clark
The request was successful.
From: Nigel Gray
Dear David Clark,
Given that Electroconsulsive Treatment has been used as a method of torture historically in New Zealand, can you please inform me of the precise number of these devices in NZ hospitals in present time?
Given that a senior psychiatrist. Dr Selwyn Leeks, thoroughly trained and qualified by NZ Govt standards. used one of these devices to torture the genitalia of young boys, and that use of this device has also been declared and categorized as a form of torture, on what evidence (not basis but evidence and testing) is it continued as "therapy" in New Zealand?
Yours faithfully,
Nigel Gray

Dear Nigel
I refer to your request for information (H20203219), which you submitted
to the Ministry of Health regarding electroconvulsive therapy devices.
Part of your request was transferred to Capital & Coast District Health
Board (CCDHB) on 21 May 2020, so that we could answer on behalf of our
region.
The part of your request that was transferred to CCDHB is as follows:
"Given that Electrocon[v]ulsive Treatment has been used as a method of
torture historically in New Zealand, can you please inform me of the
precise number of these devices in NZ hospitals in present time?"
Your request has been received and logged. As required under the Official

days. You should therefore receive a response on or before 19 June 2020.
If a large amount of information has been requested or if CCDHB needs to
consult in order to make a decision, we may need to extend this date (this
is provided for in section 15A of the Act). We will advise you if such an
extension is necessary.

Dear Nigel
Thank you for your Official Information Act request, received by way of
partial transfer from the Ministry of Health.
We are working on a response for you, which will be sent as soon as
practical and within the 20 working day timeframe as per the Ombudsman's
Guidance, by 19 June 2020. We will contact you if we have any queries
with the request or need to extend the timeframe for your response. In
those cases, we will advise why the extension is necessary, and indicate
when the response will be ready.
Please note that, like all DHBs across New Zealand, Counties Manukau DHB
has begun a process of proactive disclosure, which means OIA responses
will be publicly available via our website around 10 days after they have
been released. Our response will advise if we intend to publish the
response, (with personal information removed) and related documents on the
CMDHB website. If you advise us of special reasons why proactive
disclosure should not apply to your response, we will consider this.

The Ministry of Health has received the attached OIA request from Nigel

request.
As such, please find attached the following:
o A PDF copy of our letter notifying the requester that their request is
being transferred to you for response
