Are the cattle owned by Kiwirail or owned by graziers?

grazing rights.
We received your request on 22/12/2020. We will endeavour to respond to
your request as soon as possible and in any event no later than
11/02/2021, i.e. 20 working days after the day your request was received.

On 22 December 2020, you asked under the OIA;
Could I please request the following
1 - a list of locations owned by Kiwirail where livestock grazing occurs
2 - the grazing contracts/licenses for each of the locations
3 - a list of the cattle grazed on land owned by Kiwirail (if possible).
Please be advised that we are declining your request under Section 18(e)
and 18(f) i.e. the information you have requested does not exist, and/or
cannot be made available without significant research.
To explain, KiwiRail has issued approximately 1,800 grazing licences
nationwide on land owned by KiwiRail. These can be issued for land
adjacent to the rail corridor, or for parcels of land owned by KiwiRail,
designated for rail purposes – but not currently developed (for example
land where mothballed lines once ran).
Providing locations for these leases is difficult, as they are throughout
the national corridor and we often do not hold street addresses.
We are also unable to advise which of these grazing licences are used for
livestock or cattle as the use is up to the tenant – providing the use is
within the permitted use outlined in the licence agreement.
