thanks for the information , I am just wondering is paper application posted by mail based on Applicant address or where office who receive it, because in September 2021 Auckland offices is closed for in person paper application due to level 4 , but I can see there is more 400 applications received. and I know paper application by post should be send to wellington office.

Thank you for your patience whilst we determined why there are numbers
showing for Auckland in September.
I can now provide you with the following information.
As explained in the caveats included in Appendix A alongside our letter,
the office location was determined by the location of the citizenship
trained Life and Identity Services Officer (LISO) who is currently
assigned to, or had last modified, an application. Although this is
usually the office that an application was submitted to, in some instances
paper applications are transferred between offices due to varying
workloads.
However, I must apologise as a second caveat relating to how office
location was determined was missed out of our letter, which is what has
caused the confusion. Please refer to the below caveat, explaining how
the office location was determined for paper applications that had been
entered into the system but not yet modified by, or assigned to a LISO.
This explains why there are numbers showing in Auckland during September
when the office was closed, so none would be expected.
When an application is first entered into the system but has not yet been
assigned to, or modified by a LISO, it shows in the system as belonging to
the office closest to where the address of the applicant lives. I can
confirm that these applications would have been forwarded to the
Wellington office to be entered into the system but are showing as
Auckland due to the applicant’s address.
