Dear New Zealand Police,
I would like to make a request for copies of two documents relating to the NZSIS-Police operational relationship.
The first document I am requesting a copy of is a follow up on an OIA request I made last year (REF IR-01-21-17355), which received your response 22 July 2021:

At this time you notified me that my request for a copy of the NZSIS-Police Relationship Strategy was declined, but that this document had been replaced by a new “Joint Operating Strategy” which was “in the final stages of consultation prior to public release scheduled in July 2021”.
Looking for this document recently, I found that it does not appear to be publically available, despite the public release referred to in your response.
The second document I am requesting a copy of was referred to in a recent publication by the Inspector General of Intelligence and Security:

“An information sharing protocol between the Service and the Police was endorsed in late 2018 by the two agencies… The protocol lists principles to guide decisions about sharing information. Public safety and protection of New Zealand’s national security are principal objectives. Other principles include maintaining operational effectiveness, collecting and sharing intelligence where necessary and proportionate, acting in accordance with law and human rights obligations, and protecting sources and methods.”
So I would like to request copies of:
