you are after is all material on the benefit of co-governance
arrangements, to search for and assess every email sent for no specific
time period would be a significant volume of emails and would likely
warrant a refusal under section 18(f) of the Act, as the information
requested cannot be made available without substantial collation or
research.
Under section 12 and 18B of the Act, we have a duty to assist you to
refine or clarify the request to meet due particularity so we can respond.
Accordingly, we propose refining the request to be for “Any reports or
correspondence outlining the benefits of the proposed co-governance
arrangements for the Three Waters Reforms since January 2020”. We believe
this refined request would provide the most meaningful content as key
decisions and any proposals are outlined in these types of documents. The
January 2020 date is also relevant as it is when the service delivery of
the three waters reform began. Most importantly, this refined request
would be reasonable to respond to without prejudicing the ability of
public officials and Ministers of the Crown to carry out their core
duties.
It is also important to note that the Department of Internal Affairs
