I just realised when revisiting this request that, of course, "All exhibits and property" was referring to all seven chapters that exist in the "Exhibits and property" section. Sorry if my earlier annotation was confusing, I'm sure Police won't make the same mistake I did.

Police have proactively published all "Exhibits and Property" Police Manual chapters today.
I'm currently in the process of loading them into https://policepolicy.nz, but they are currently available on the Police website here: https://www.police.govt.nz/about-us/publ...
It looks like they were all extracted on 22 August.

Yesterday, NZ Police proactively released a new version of the "Trespass" Police Manual chapter.
It's currently available on their website here, though it will disappear if/when they upload a new version: https://www.police.govt.nz/about-us/publ...

I'm sure you will have seen it in NZ Police's response, but all chapters in the "Drugs" section of the Police Manual except section 6 were proactively released in July 2022: https://www.police.govt.nz/about-us/publ...
In the proactive release, NZ Police said that chapter 6 was cancelled in 2020 due to overlap with the Surveillance section:
"Please note that Part 6 is not listed - it was cancelled in 2020 as it repeated sections of the 'Surveillance' chapter."

I have reduced the scope of my request and am now seeking
the following police manual chapters.
- Night vision equipment Manual
- Drugs part 1, 2, 4, 6
I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.
Police requires until 3 November 2022 to provide a substantive response to
your request. We are endeavouring to provide this to you as soon as
possible.
You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

Also, NZ Police recently released what should be a complete list of all current Police Manual chapters, as of May 2022, and "All Exhibits and Property" was not included in that list.
