Driver Licence Stop Orders
Mark Williams made this Official Information request to Ministry of Justice
The request was successful.
From: Mark Williams
Dear Ministry of Justice,
1. How many people currently have unpaid fines/reparations owing to the Courts and what is the dollar value owing for each of the last five years.
2. Could you please advise how many Driver Licence Stop Orders you have issued in each of the last five years, and how many have been lifted during this period.
3. How much have the recipients of DLSO's eventually paid, in each of the last five years?
4. What is the Ministry's evaluation of the sucess, or otherwise, of this programme. Do the fines received from DLSO's well and truely cover the Ministry's own costs in administering it (eg, staffing, salaries, IT systems, etc).
Yours faithfully,
Mark Williams

Tçnâ koe Mark,
We are still preparing the data for your OIA request but want to confirm
that our interpretation of the request is correct.
You asked:
1. How many people currently have unpaid fines/reparations owing to the
Courts and what is the dollar value owing for each of the last five years.
Originally, we interpreted this to mean ‘how many people currently have
unpaid fines/reparation, and the dollar value, broken down by the year
they were ordered/imposed’. i.e. XXX amount of people currently owe
fines/reparation that was ordered/imposed in 2018/2019 etc
However, we are wanting to confirm if what you are actually seeking is
‘how many people had unpaid fines/reparation, and the dollar values, in
each of the last five financial years’. In other words, the total amount
of people with outstanding fines/reparation, and the dollar value, as at
the end of each of the last five years.
Please can you confirm the correct interpretation as soon as practicable.
We look forward to hearing from you.

Dear Easton, Paul,
Sorry for the delay in reply.
The crux of my question is to know the number of people in each of the last five who had unpaid fines owing and who were then issued with a driver licence stop order.
I am only interested in the total amount of unpaid fines owing in each of the last five years for those issued a drive licence stop order (and not each individual's dollar value)
The reason for the question is to determine if the Driver Licence Stop Order programme actually works. Does the Order actually lead to these people paying their outstanding fines? Or is it the programme ineffective for the costs involved in maintaining it?
Yours sincerely,
Mark Williams
