Dear Christchurch City Council,

In view of recent newspaper publicity about vehicle crashes at the Halswell Junction Road / Alvaston Drive / Hamill Drive Roundabout causing damage to residential properties adjacent:

What information has the Council received about the risks of an unsymmetrical roundabout design, particularly the consequent sharp curves on the Hamill Drive side of the roundabout and the consequent risks to traffic of misjudging speed on these curves leading to a risk of vehicles crashing off the road due to failing to navigate these curves safely?

Is the Council considering any safety mitigations such as raised platforms to reduce traffic speed on the Hamill Drive side of the roundabout to address the crash incidence?

In response to you queries regarding the Halswell Junction Road / Alvaston
Drive / Hamill Drive Roundabout, staff provide the following responses.

 

What information has the Council received about the risks of an
unsymmetrical roundabout design, particularly the consequent sharp curves
on the Hamill Drive side of the roundabout and the consequent risks to
traffic of misjudging speed on these curves leading to a risk of vehicles
crashing off the road due to failing to navigate these curves safely?

 

As far as the we are aware, the Council hasn’t received any information
specifically about the geometric design of the roundabout or approaches.
Roundabouts are designed and built according to the Austroads: Guide to
Road Design (Part 4B) guidelines and the Christchurch City Council’s
Construction Standard Specifications (CSS). Several factors are considered
so that a proposed roundabout is appropriate for an intersection and the
surrounding road network. The posted speed limit on Hamill Road is 40km/h.

 

Is the Council considering any safety mitigations such as raised platforms
to reduce traffic speed on the Hamill Drive side of the roundabout to
address the crash incidence?

 

In December 2022, Council Staff briefed the Halswell Hornby Riccarton
Community Board regarding potential options for improving safety and
reducing crash risk at the Halswell Junction Road / Alvaston Drive /
Hamill Road Roundabout.

 

The options were:

o Option 1: Lane closure in the Roundabout (with red pavement surfacing)
and on Halswell Junction Road with flexiposts on northbound approach.
o Option 2: Lane closure in the Roundabout (without red pavement
surfacing) and on Halswell Junction Road with flexiposts on northbound
approach.
o Option 3: Speed tables in the approach lanes of Halswell Junction
Road.
o Option 4: Lane grooving.
o Option 5: Barrier

Option 2 was recommended by staff and the Community Board were happy for
staff to proceed with the recommended option. A plan showing the options
is attached.  Option 3 was not the preferred option as it didn’t include
the lane drop on the approach and through the roundabout.  This does not
preclude further measures from being introduced in future.

 

A full report is planned to be presented to the Community Board in March /
April 2023. If approved, the treatments will be completed by the end of
this financial year.
