Today you have released a pdf document that consists of the Cabinet paper "A review of the New Zealand Emissions Trading Scheme", a terms of reference and a Cabinet minute of decision.

The documents have a number of redactions under section (9)(2)(f)(4) of the OIA.

I would like to receive a complete unredacted copy of the three reports.

Specifically these paragraphs and points and recommendations have been redacted.

The Ministry has refused the request under section 9(2)(f)(iv) of the Act. I have made a complaint to the Office of the Ombudsmen.

On 19 June 2023 this consultation on the ETS was announced.

It proposes these 4 options for the ETS
1) Decrease the amount of emissions units so that the carbon price rises
2) Increase demand for emissions units by Government or overseas purchase
3) Restrictions or conditions are placed on removal activities
4) Emitters will not be able to purchase NZUs from foresters.
These options must have been the redacted options I requested. As they are now public I have withdrawn my complaint to the Office of the Ombudsmen.

Today (19 December) I received an email from the Ombudsmen saying the "complaint has now been transferred to the Investigation and Resolution team". I sent an email advising I was withdrawing the complaint.
