How to control the judiciary in a modern world:
1. Create a well paid position, which allows to decide which judge to put on the hearing.
2. Get a guy, corrupt but loyal to the gang assigned to it.
3. Assign 'right' judges to the cases you need.
With the help of other options available for MoJ administration to affect/influence judicial decisions and complete profiles/historical background of the judges would allow to archive the 'right' outcome even without direct 'approach' of judicial officer.
