I refer to your request for information which the Waikato District Council
(Council) received on 16 May 2024. We have processed your request in
accordance with the Local Government Official Information and Meetings Act
1987 (LGOIMA). Under the LGOIMA, Council must communicate a decision
within 20 working days of receipt which, in this case, means by close of
business on 14 June 2024. We have processed your request as quickly as
possible and we are pleased to be able to communicate our decision today.

 

Request

Your request was phrased as follows:

 

            “Please supply all documentation relating to contracts the
Waikato District Council has developed with Joyce Advisory or Steven
Joyce”

 

Decision

Our teams have undertaken a comprehensive search and we can advise that
neither Joyce Advisory nor Steven Joyce is a current supplier to the
Waikato District Council. Since our Council does not have any contracts
with Joyce Advisory or Stephen Joyce there is no documentation for us to
supply. Therefore, we must refuse your request pursuant to s 17(e) of the
LGOIMA because the information you have requested does not exist.

 

For additional context, the closest information of relevance that we could
find was a record of a supplier called Joyce Consulting Ltd and a Joyce
Group Ltd which were in our Approved Payments system. However, these
suppliers were made inactive in 2019 and neither of them appear to have
any association with Steven Joyce, the director of Joyce Advisory Limited,
according to a brief search of those companies on the Companies Register.
