Kia Ora Manawatu-Wanganui Regional Council known better as Horizon's Regional Council,

I would like to know several things in regards to Landlords voting who live outside of Horizons Regional Council (Manawatu-Wanganui Regional Council) voting electorate/wards boundaries please and thank you.

1) During just the last election 2022 how many votes were recorded in Horizon's Regional Council Elections that LIVED outside of the city boundaries/wards? (Not Special Votes).

2) Are those rental properties that are in trusts, whether family trusts or business trusts included in the ability to vote in Horizon's RC elections if they live outside of the city.

2A) If yes to (2), Are those who are considered beneficiaries and or trustees also able to vote in Horizon's RC local body elections if they live outside of the PNCC ward/s or electorate.

3) Does the above also apply to Business sites ie shops or stores, factories buildings etc.

3) Does Horizon's RC have specific "rural" wards?

And finally please tell me the act/s of parliament and/or local council act/s that allows for landlords who reside outside city ward boundaries to vote in wards/electorates they don't reside in but own a property.

Thank you for your time I look forward to your prompt reply.
Yours faithfully, Nga Mihi

If you're interested in the law around ratepayer voters, it's all set out in s24 of the Local Electoral Act (2001):

(1)
Every parliamentary elector is qualified as a ratepayer elector of a region, a district, a local board area, or a community if the address for which the person is registered as a parliamentary elector is outside the region, district, local board area, or community, and—
(a)
that person is identified in the appropriate valuation roll as the sole ratepayer in respect of a rating unit within the region, district, local board area, or community; or
(b)
that person is nominated to be enrolled as a ratepayer elector in respect of a rating unit within the region, district, local board area, or community, owned by 1 or more ratepayers, none of whom is qualified as a residential elector within the region, district, local board area, or community.
(2)
Subsection (1) does not authorise the nomination of different persons by the same ratepayer or ratepayers in respect of different properties within the same region, district, local board area, or community.

This covers ALL properties - including commercial and rural properties
