Kia ora Peter,

Thank you for your request of 10 July 2024.

On 9 July 2024, Health NZ declined your previous request for this same
information, as you did not refine your request as we deemed necessary.

We do not believe your latest request has sufficiently clarified your
original request to the extent that we can respond. Accordingly, we must
also refuse this latest request under section 18(f) of the Act, as the
information requested cannot be made available without substantial
research and collation.

We would be willing to work with you on a more refined request in future.

If you have any questions, you can contact us at
[1][email address].

If you are not happy with this response, you have the right to make a
complaint to the Ombudsman. Information about how to do this is available
at [2]www.ombudsman.parliament.nz or by phoning 0800 802 602.

From: Peter Russell

Dear hnzOIA,

On 10 June 2024 I requested:
1. Details of all vaccines promoted to the public by, or on behalf of, the Ministry of Health thus far in 2024.
2. Copies of, or internet access to, all promotional material relating to the above including, but not limited to: television, radio, newspaper and magazine advertisements; flyers, brochures, pamphlets and leaflets.
3. Details of all vaccines the Ministry of Health plans to promote, or have promoted by other parties, to the public during the remainder of 2024.

On 19 June 2024 you explained that you had scoped the material in relation to my request and as it stands it is of such a volume that it would “likely be refused under section 18(f) of the Act, requires substantial manual collation or research.” You asked me to refine my request in order to provide me with the information.

On 9 July 2024 I sent a refined request for:
1. A list of all vaccines promoted to the public by, or on behalf of, the Ministry of Health thus far in 2024.
2. Identification of which of those vaccines were promoted to the public by, or on behalf of, government agencies using the words "immunity," "immunise," "immunisation" or related words.
3. A list of all vaccines the Ministry of Health plans to promote, or have promoted by other parties, to the public during the remainder of 2024.

On 11 July 2024 you explained that you do not believe my latest request has sufficiently clarified my original request to the extent that you can respond and must accordingly also refuse this latest request under section 18(f) of the Act, as the information requested “cannot be made available without substantial research and collation”. You also explained that you would be willing to work with me on a more refined request in future.

My refined request involved a significant reduction in the amount of information required. It is unclear to me why providing that information would require substantial research and collation. I appreciate your willingness to work with me on a more refined request. Please identify what aspects of the request are too difficult for you to answer to enable me to refine it.

Yours sincerely,
Peter Russell
