Dear Health New Zealand,
Please provide all communications (emails, letters, texts etc) between Health NZ and the Minister of Health (or their office staff) regarding the pause on recruitment (per an email sent to Health NZ staff on 13 June 2024).
Further, can you provide any internal communications sent to or from Executive leadership at Health NZ on this recruitment pause (please make this part of the request communications for June only to limit the size of the request if needed).
Can you please also provide any criteria to define ‘patient-facing roles’ as part of the recruitment pause.

information under the Official Information Act 1982 (the Act):
"Please provide all communications (emails, letters, texts etc) between

This email is to let you know that Health NZ needs more time to make a
decision on your request.
The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 12 August 2024.
This extension is required because the consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.

I would like to know what has caused this extra delay so I can decide on a complaint to the Ombudsman (or not, depending on your explanation). Is the delay internal processes or resourcing issues at HNZ or with external consultation (the Minister’s office). If the Minister’s office is holding this up I intend to complain.

Dear hnzOIA,
The material released clearly references comms messaging/reactive messaging that isn’t included? Also, is this really the first and only communications to your Minister regarding this pause? It seems like there would’ve been earlier communications leading up to this? Was there nothing mentioned in officials meetings or on other agendas with your Minister?
There seems to be missing information to/from ELT too that would’ve informed such a significant decision. Is there material missing or that has been withheld?
You also haven’t addressed the significant delay that means this was legally a deemed refusal under the OIA. Can you please address this urgently as it will inform any complaint to the Ombudsman.
