I would like to understand how your governance/appointment decisions have impacted the financial efficiency and focus of organisations that you appoint Directors to.

a. What expectation have Treasury set, where you have appointed Directors, to pursue a 'traditional' Maori focused agenda. i.e. expectations set with Chairs or Deputy Chairs of Boards by Treasury Officials.

b. What is the spend in current FY (to 30.06.24) of each State Owned Enterprise that you monitor on Maori cultural competency, engagement, work, Miki whataku (and anything similar) and costs of those staff who have been recruited into Maori focused roles (salary, expenses etc) and consultants engaged to in relation to anything related to the above. How are those costs projected to change next FY for each organisation?

I refer to your OIA request of the Treasury dated 23 June.  The Treasury
has transferred part of that request to Landcorp Farming Limited (Pâmu)
under s14 of the OIA.  The transferred portion is:

work, Miki whataku (and anything similar) and costs of those staff who
have been recruited into Maori focused roles (salary, expenses etc) and
consultants engaged to in relation to anything related to the above.  How
are those costs projected to change next FY for each organisation?

 

I am providing a response to your request on behalf of, and relating to,
Pâmu as one of the SOEs in scope.

 

Given Pâmu’s workforce composition and business activity we have a need
for cultural understanding as we seek to: connect with and develop our
staff, recognise waahi tapu on land which we farm, occasionally assist
with resource consenting and assist in Crown settlement of historic Treaty
of Waitangi claims.   We have no specific ‘Mâori focused roles’, nor do we
monitor Mâori cultural competency. 

 

Over the FY24 year we spent $2,509 on consultants for strategic advice and
translation related activities.   We have an internal staff-led group to
assist us with cultural uplift and use free resources provided by Mâori
Language Commission to support staff with te reo pronunciation and pepeha
development.  During FY24, the internal group held a hui at a marae in
close proximity to one of our farming complexes the cost of which was
approximately $3,000 (koha, catering and accommodation). 

 

We do not foresee our approach changing in FY25 – in particular Pâmu has
no plans to recruit specific Maori focussed roles.

 

In addition, during FY24, some staff may have engaged in Te Reo and
cultural competency courses as part of their personal professional
development plans agreed with their managers.  The number of staff and the
specific nature of any courses attended are not kept in Pâmu records.

In relation to your question (b), we can confirm that Kordia Group’s spend
in these areas for the period 1 July 2023 – 30 June 2024 was approximately
$185,000. This consists of external spend and internal resourcing on

On Friday, 5 July the Treasury transferred part of your OIA request to
Transpower. You requested:

 

What is the spend in current FY (to 30.06.24) of each State-Owned
Enterprise that you monitor on Mâori cultural competency, engagement,
work, Miki whataku (and anything similar) and costs of those staff who
have been recruited into Mâori focused roles (salary, expenses etc) and
consultants engaged to in relation to anything related to the above.  How
are those costs projected to change next FY for each organisation?

 

The spend for the financial year to 30 June 2024 is $1,622,218. This
includes our cultural competency programme within the organisation, staff
huis, consultant costs, plus iwi engagement in support of projects /
consenting / heritage authorities needed as part of access and operation
of our grid on the whenua.  

 

The salary for staff recruited into Mâori focused roles is a rounded
figure to protect privacy $195,000 with expenses of $19,136.

 

We do not have a forecast for costs because these expenses are tied to
projects or circumstances that are currently not budgeted for or are
unknown at this stage. However, given the expected activity of increasing
electrification and the need to build out the transmission grid, we can
expect an increase in iwi engagement, as we expect an increase of
engagement with all our audiences. Staff salaries may change subject to
Transpower’s Remuneration policy; however, this is yet to be confirmed for
this financial year.

 

If you are not satisfied with this response, you have the right to make a
complaint to the Ombudsman under section 28(3) of the Act. The office of

On 8 July 2024 NZ Post received from Treasury a partial transfer of your
request under the Official Information Act (OIA). I’m emailing to inform
you that under Section 15A of the OIA we are extending by five working
days the time for responding to your request. A response will be sent to
you by Monday 12 August. The reason for the extension is the time needed
to consult on the information you have requested.

Hi Harry,

 

I am responding to your Official Information Act request that was
partially transferred to NZ Post on 8 July. This request was for the
following information.

 

What is the spend in current FY (to 30.06.24) of each State Owned

work, Miki whataku (and anything similar) and costs of those staff who
have been recruited into Maori focused roles (salary, expenses etc) and
consultants engaged to in relation to anything related to the above. How

Within NZ Post in the financial year ending 30^th June 2024 expenditure in
categories specified with external partners and vendors was $132,440.

 

This expenditure was partly offset by subsidy received from Te Puni Kôkiri
in support of our Mâori Leadership Development Programme – Te Hononga – of
$60,800, giving net expenditure for the period of $71,640.

 

The combined employee cost supporting NZ Post’s Culture and Inclusion
portfolio in this period was $377,371, noting that this resource supports
our entire Culture and Inclusion portfolio, not just our Te Ao Mâori
workplan.

 

We anticipate a similar staff cost in FY25, and as at date of reply have
not finalised projected vendor spend.

 

You have the right to complain to an Ombudsman about our response, under
section 28(3) of the OIA.
