I have seen some commentary AT's original light rail project recently and was hoping you could clear things up.

Are you able to kindly help with the below questions?
1. When did NZTA formally take over the project?
2. Can I please be provided with the handover documents sent to NZTA? This should include the correspondence sent as part of the handover.
3. If the above is not forthcoming, what stage was the project at before NZTA took over? Approximately how long until construction would have started?
4. Can you please provide any business cases created for the project? Even draft and incomplete ones please.

On 1/07/2024 you asked for information around the Auckland Transport's
(AT) original light rail project.

We are now able to provide a decision for your request.

 

Questions 1, 3 and 4 we are granting which means we hold the information
and will provide it.

Question 2 we are declining under Section 17 (e) of the LGOIMA as the
information does not exist.  There has been no formal handover of
documents.

Thank you, much appreciated. Just had one follow-up question (which may be treated as a separate request as necessary). In the response letter, it notes "Reference design was finished for the northern section and construction would have started in 2019 and the system would have been operational end of 2024".

How was this going to be funded? Did AT already have the budget for it on its books? Or did Council put funds away?

Further to your question: 

How was this going to be funded? Did AT already have the budget for it on
its books? Or did Council put funds away?

 

The AT business case, which would have identified funding requirements and
funding sources was not completed due to the transfer of the project to
NZTA. Therefore, no specific project funding was allocated in the Council
and AT future capital investment plans.
