Dear Judith Collins,
Over the past 10 years, trends in digital technology—and in particular their interaction with traditional democracy—has led to challenges in democratic functioning globally. The example of Taiwan provides a roadmap for the ways that meaningful engagement with digital democracy tools (tools which will influence democracy whether we choose to engage with them or not, and likely for the worse if we don't) can enhance democratic participation and functioning.
To be frank, I am not convinced that either side of the aisle is aware of or reckoning with the impacts or opportunity here.
The Government Online Engagement Service (GOES) system was intended to support deliberative engagement as a pilot for digital democracy in New Zealand, yet the review demonstrates incomplete information (such as noting in a rather disappointing and missleading way that Appendix C provides an interview list, when all that is noted is "Interviews were held over May and June 2017"), and it appears that no follow-up action has occurred since the 2017 review.
As Minister for Digitizing Government, can I please request:
- All documents and communication from 2017 to today related to the process of digitizing government in general, and the Government Online Engagement Service (GOES) system in particular.
- A list of all those interviewed as part of the 2017 GOES review and any information/documentation resulting from or summarising those interviews.
