Parking Infringement Details and Payment Timeframe

Dear Palmerston North City Council,

I would like an updated document for 2023-2024 as per LGO 933658 with the following additional fields. These additional fields can either be per infringement or total for all infringements.
- Number of infringements paid within 56 days
- Number of infringements referred to courts
- Number of infringements paid after a time period longer than 56 days but within 90 days
- Number of infringements paid after 90 days

Please provide a summary of circumstances as to why fines were paid after 56 days.

infringements.

 

Request for clarification

Pursuant to section 13(7) of the Local Government Official Information and
Meetings Act 1987 (LGOIMA) we consider that your original request will
need to be clarified or amended to enable us to respond. Please note, any
clarification or amendment of a request is considered to be a new request
for the purpose of calculating the maximum statutory timeframe for
response—see section 13(7) and (8) of the LGOIMA.

 

 1. You have asked for information covering 2023-2024.  By this do you
mean the 2023-24 financial year?    Please specify the date range you
are asking for.

 

 2. You have also asked for “the amount of revenue gathered for each fine
for the year of 2022 and the amount of infractions issued.”   Please
specify the date range.

 

 3. Could you please clarify what you mean by “Please provide a summary of

Report the top 5 categories as to why these fines were paid outside the typical 56 day window. One example is "an extension to payment timeframe was granted by PNCC". Provide total numbers of infringements for the top 5 categories

We have received your official information request on 1 October 2024 for
parking infringement data for the 2023-24 financial year.

 

Our response

Q1. Number of infringements paid within 56 days

We are unable to report the FY2023/24 data. We can report that as at 16
October 2024 there were 2,943 infringements paid within 56 days.

 

Q2. Number of infringements referred to courts

12,810 infringements were referred to the Court in the FY2023/24.

 

Q3. Number of infringements paid after a time period longer than 56 days
but within 90 days

We are unable to report the FY2023/24 data. We can report that as at 16
October 2024 there were 1,885.

 

Q4, Number of infringements paid after 90 days

After 90 days infringements are sent to the Court and become court fines.
We do not know if the fines are paid as no records are provided back to us
by the Courts.

 

Q5. Please provide a summary of circumstances as to why fines were paid
after 56 days.   Report the top 5 categories as to why these fines were
paid outside the typical 56 day window. One example is "an extension to
payment timeframe was granted by PNCC". Provide total numbers of
infringements for the top 5 categories

We do not ask individuals why they decide to pay their fines after 56
days. As a result, the information requested is not held. We are required
under the Local Government Official Information and Meetings Act 1987 to
provide you with a decision on your request and as the information is not
held we have decided to refuse your requested under section 17(g) of the
Local Government Official Information and Meetings Act 1987 – information
requested is not held.

 

Q6. I would also like the amount of revenue gathered for each fine for the
year of 2023-24 FINANCIAL YEAR and the amount of infractions issued. For
example - Parking in a paid parking spot under one hour 1,484 tickets
issued, revenue gathered: $12,731. I would also like this information
displayed in a separate EXL file.
