I am writing to enquire about the enabling legislation that allows NZ Police to issue pseudo driver licences. What IS the enabling legislation that gives NZ Police the power/authority to issue pseudo driver licences? Does any enabling legislation actually exist that gives NZ Police the power/authority to issue pseudo driver licences? If there is NO enabling legislation, from where does NZ Police obtain the power/authority to issue pseudo driver licences?
