Subject: Fire Programme Update – November 2016
Welcome to the November 2016 update on the Fire Programme. Since launching
in July 2015, the MBIE Fire Programme is continuing to make progress as it
works towards developing fire safety solutions that will be consulted on
with the sector next year. Stakeholder input is feeding into the solutions
currently under development, and we thank you for your continued
contribution into this important work.
Project 1: Fire Safety Requirements for Supported Housing
We’re currently reviewing the first draft of the Design Guide and Code of
Practice for fire safety for Supported Housing. It will be important to
ensure the Design Guide and Code of Practice that are developed reflect
the needs of building owners, residents and support service providers.
Project 6: Re-introducing Alternative Solutions
A draft guide for carrying out Alternative Solutions is currently with the
Working Group for feedback.
Project 7: Review of Acceptable Solutions C/AS1-7
As mentioned in our last update, we received strong feedback from the
series of workshops held in August and September to proceed with an
alternative format for Alternative Solutions. We are continuing to work on
developing a draft and intend to undertake targeted consultation on this
in the New Year. Proceeding with any change to the alternative format will
depend on securing stakeholders’ support.
Project 8: Building Categorisation Systems
We’ve undertaken targeted consultation on a proposal to remove Purpose
Groups from the “change of use” regulations. We’re pleased with the
response so far and are considering feedback and developing possible
solutions.
Project 10: Structural Performance in Fire
A draft Practice Advisory on roles and responsibilities for structural
performance in fire has received feedback from the Working Group. Further
feedback is being sought from SFPE(NZ) and SESOC.
Proposed amendments to Building Code Clause C6 have received comments from
the Working Group. The proposals are now being revised accordingly and
will go back to the Working Group in the near future.
Project 15: Review C/VM2
The Working Group met on 27 October to continue the development of
amendments to the Verification Method.
The Post-Construction Compliance, Construction Monitoring and Passive Fire
Protection Working Groups and Task Group
Because of the close connections between the Passive Fire Protection,
Construction Monitoring and Post-Construction Compliance Working Groups, a
Task Group has been formed to oversee the work of these groups. The
Working Groups have all held two meetings, finalised problem statements
and are now considering potential solutions to the problems they
identified. The Task Group’s second meeting is scheduled for 18 November.
We would like to acknowledge and thank everyone who volunteered to
participate in the Task Group and Working Groups.
