Dear Malachi Batchelor
I refer to your Official information Act request of 7 June 2017. You
requested the following information:
I am requesting documents relating to all assaults against Security
personnel in new Zealand, I Request this includes Security officers,
Security guards, Crowd control, and private investigators
As a second request I am requesting documents relating to robberies made
against Security guards/officers working in New Zealand ( Such as in
cash-in-transit ).
Pursuant to section 15A of the Official Information Act 1982, I advise you
of the requirement to extend the time limit to respond to your requests.
The period of the extension is until 19 August 2017.
The reason for the extension is that the time required to research and
collate the requested information, and for the consultations necessary to
make a decision on the request, is such that a proper response cannot
reasonably be made within the original time limit.
You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.
Yours sincerely

New Zealand Police
Dear Malachi,
I refer to your official information request dated 7 June 2017 for
information relating to all assaults against security personnel in New
Zealand.
Please note that in New Zealand, offences are classified according to
their definition in New Zealand law. While New Zealand law defines the
offences for ‘Assaults Police’, ‘Assaults Law Enforcement Officer’,
‘Assaults Traffic Officer’ and ‘Assaults Prison Officer’, it does not
define the offence for ‘Assaults Security personnel’
Assaults on security personnel that are not an offence defined by New
Zealand law will be recorded as ‘Assault’. While Police records all
reported incidents of assault, this data is not distinguished by
employment type of the victim. And while the employment type of the victim
may be recorded as part of the narrative of the occurrence this is not
recorded in a way that allows for the production of aggregate statistics.
Therefore we must refuse you request as this information cannot be made
available without substantial research and collation. [Please refer to
section 18(f) of the OIA].
The information enclosed below is the number of victimisations against law
enforcement offers (including prison officers) for the period from July
2014 to April 2017.
Assaults Prison Officer Victimisations
Year
Jul to Dec 2014 2015 2016 Jan to Apr 2017
Assaults Prison Officer 22 63 70 20
Assaults on Police Victimisations (Police, Law Enforcement Officer, Traffic Officer)
Year
Jul to Dec 2014 2015 2016 Jan to Apr 2017
Assaults on Police
(Physical Injury) 114 248 249 85
Assaults on Police (No
Injury) 711 1455 1475 472
Total 825 1703 1724 557
A victimisation counts an instance of a person/premises or organisation
being victimised for a given type of offence. Each victimisation is
classified according to the most serious offence within an offence
division. Note that instances are excluded where, at 30 days after the
matter came to Police attention, Police determines no crime actually
occurred.
I hope this information proves useful. As you may already be aware, you
have the right under section 28(3) of the OIA to seek a review of my
handling of your request by the Office of the Ombudsman.
If you wish to discuss this decision with us, please feel free to contact
[1][email address].
