On 17th December multiple news media outlets reported that Waka Kotahi had made a decision not to reallocate existing bridge space to provide active transport options across the harbour bridge.
Stuff.co.nz reported: "A Waka Kotahi spokeswoman said the agency undertook a “thorough, detailed assessment” of a range of options to repurpose bridge lanes.
That included assessments of the costs and safety risks, as well as the operational, health and wider network impacts and benefits of each of the options, she said."
- Please provide all documents detailing this assessment and any report presenting it's conclusions to Waka Kotahi, including information presented to any part of the organisation and also any presentation or report provided to the board
- Please provide the minutes of the board meeting at which this information was received by the board and a decision was made
- Any additional documents presented to the board which were referenced or utilised in their decision regarding providing access for active modes to the Auckland Harbour Bridge
As this was a policy decision regarding strategic asset management, was presented to cabinet and has significant climate impacts, Waka Kotahi were legally required to complete a Climate Implications of Policy Assessment (CIPA) before making this decision.
Therefore, please also provide:
- The completed early engagement form sent to the Ministry for the Environment’s CIPA team to confirm if a CIPA was required
- The completed CIPA

Thank you for your response and accompanying documents.
In my original request relating to Auckland Harbour Bridge, I specified "Please provide all documents detailing this assessment and any report presenting it's conclusions to Waka Kotahi".
In the documentation provided, the Infrastructure and Delivery committee paper dated 15 December 2021 references a number of costings for events, as well as identified risks, some of which do not appear in the Resolve Group report provided in the initial response to this request.
Please provide, as a matter of urgency under the initial request, any and all advice or documentation describing costs or risks associated with repurposing existing space on Auckland Harbour Bridge, whether permanently or for one-off events.
The document "1. Resolve - AHB Shared Path Options Assessment - FINAL - August 2021_Redacted" on pg. 22 states "Auckland Systems Management (ASM) have developed a concept of operations..."
Please provide any reports detailing operational plans, risk assessments or any other related work prepared by Auckland Systems Management in relation to providing active modes access to the harbour bridge, as a matter of urgency under the initial request.
To ensure completeness of the request, please include: Any engineering reports on structural implications of crash barriers and alternative configurations of the bridge, and any costings, quotes or other work completed for barrier and fencing systems.
Please note that I believe all of this documentation falls within scope of the initial request, and should be provided as quickly as possible. An early partial response is appropriate where some documentation is easier to identify than others, provided the overall request is fulfilled in a timely manner.
