Maintenance plan for shared paths alongside motorways
J Turner made this Official Information request to New Zealand Transport Agency
The request was partially successful.
From: J Turner
Dear New Zealand Transport Agency,
I am writing to request the maintenance schedule for the shared path alongside SH20 that goes between Orpheus Drive and Queenstown Road.
This has not been maintained for at least the last two years and vegetation overgrowth has now made the path effectively one way at a pinch point.
Please include what the schedule should be, when the next maintenance is planned, and any records of previous maintenance undertaken.
I would also like information on how cycleways are swept that are on-road within NZTA jurisdiction in Auckland, for example at the HIllsborough Road off and onramps going onto SH20.
Yours faithfully,
J Turner

Dear Official Correspondence,
Thank you for your reply.
However, in this case you are mistaken. Auckland Transport have previously stated that this work belongs to Auckland Council who are in charge of vegetation on Council land. However, Auckland Council state that as this is NZTA land, they are unable to do the work.
Can you please clarify this with the respective departments?
Thank you.

Dear AT Official Information (AT),
Thanks for the email. It is a shame NZTA has passed this on to you as I have been around this circle in the past. AT will say that this is Auckland Council's job as they look after vegetation, so it will get passed to AC. AC will then say this is on NZTA land so they cannot do it, and back we go.
Hopefully my cynicism is proven wrong!
Yours sincerely,

Our contractor Downer confirmed that we don’t have any record of Orpheus
Dr sweeping. The last recorded date for Queenstown Road was 3/6/21, this
does not include the off road cyclepath. There is cyclic maintenance that
is programmed every 3-6 months. In terms of vegetation, Auckland
Transport only do leaf sweeping when we are notified by the public,
however any other vegetation concerns such as low hanging branches is
actioned by Auckland Council.
Should you believe that we have not dealt with your request appropriately,
you are able to make a complaint to the Office of the Ombudsman in
accordance with section 27(3) of the LGOIMA Act and seek an investigation
and review in regard to this matter.

Dear New Zealand Transport Agency,
I am writing to request the maintenance schedule for the shared path
alongside SH20 that goes between Orpheus Drive and Queenstown Road.
This has not been maintained for at least the last two years and
vegetation overgrowth has now made the path effectively one way at a pinch
point.
Please include what the schedule should be, when the next maintenance is
planned, and any records of previous maintenance undertaken.
I would also like information on how cycleways are swept that are on-road
within NZTA jurisdiction in Auckland, for example at the HIllsborough Road
off and onramps going onto SH20.
Yours faithfully,
J Turner

Dear AT Official Information (AT),
Thank you for your reply.
I was forwarded information from Councillor Julie Fairey relating to this path, where she asked about maintenance of the path and received the following from the AT elected member liaison:
"NZTA own the land while the pathway is AT’s responsibility. AT has logged a job for a contractor to sweep the pathway between Queenstown Rd and Tamanu Reserve. A contractor has also been engaged to clear the vegetation and make the area clear. A job has been logged for the chair to be removed. "
I note that the top half of the path was cut back relatively recently. I have received info from Auckland Council that they will look at maintaining this path but it goes back to one of my original questions about maintenance schedules for cycle paths and I woul dlike to understand how this works across wider Auckland. I note issues with leaf litter in cycle paths are common in Auckland as these are not easily able to be swept off the road.
Cheers
Jon

Dear AT Official Information (AT),
I am wanting to know the maintenance schedule of the shared paths that sit alongside motorways.
The example I am referring to here sits beside SH20 between Queenstown Road and Orpheus Drive.
This has not had maintenance for at least 3 years, until maintenance referred to in my earlier reply was done following Councillor Fairey's email.
It may be useful for you to read the entire thread of correspondence, linked here: https://fyi.org.nz/request/21577/
In short:
NZTA say this is AT's responsibility.
AT pass this on to Auckand Council.
Auckland Council don't do it as this is NZTA land.
I am keen to understand who is responsible for maintaining both this shared path, and others such as the one alongside SH16 between Pt Chev and Avondale.
I am also asking for what level of maintenance is required as part of this contract - how often should the path be swept, when is vegetation cut back, etc.
Yours sincerely,
J Turner

I received an email from Auckland Council to a work email asking if I would like further information through a different route. I have replied asking for it to be posted here when it comes through in the interests of the public.
Councillor Julie Fairey received an email saying that this is Auckland Transport's responsibility, which I have fed into the email trail.
Q: SH20 between Queenstown Rd and Taumanu Reserve – there have been issues with this being pruned for some months and while recent efforts have been made sounds like it needs more attention and that there may also be a dumped chair in the pathway.
