Dear Civil Aviation Authority of New Zealand,
Are you able to tell me all of the legislation governing our skies to include weather manipulation practices and processes involved with obtaining the correct permits / consents if any for business purposes. Examples might be
- To increase the snowfall at Ruapehu if I was to import a ground cloud seeding machine from the USA what are the permits required toe emit silver iodide into the atmosphere and get a longer snow season
- Similar to the above, what would be the permits required to fly a plane in the Ruapehu area and send silver iodide into the clouds to get additional snow
Similar to the above - are you also able to tell me the legislation governing geoengineering and other practices such as heating the ionosphere. Like the above what is the legislation / correct permits and consents required to do the following
- Using space shuttles and rockets to send up cannisters with Barium, Lithium, Trimethylamine etc & then super heat these to conduct atmospheric and ionispheric heating and testing programmes
- Contrails / chemtrails that turn into ciruss clouds
- Geoengineering practices such as injecting reflecting particles in earths orbit deflecting sunlight to produce cooling effect
Please let me know if this is governed by the CAA, NIWA, other and what legislation are these practices fall under.

The CAA are refusing this under section 18(d) of the Official Information Act 1982 as the information can be found publicly on the Legislation NZ website: https://www.legislation.govt.nz/
The requestor has asked the CAA to create the following information:
1. all of the legislation governing our skies to include weather manipulation practices and processes involved with obtaining the correct permits / consents if any for business purposes. Examples might be

There is no requirement, under the OIA, for the CAA to create this information. Accordingly the request to create this information is declined.

Your request for information comprising New Zealand legislation was refused under section 18(d) of the Official Information Act 1982 because the legislation is publicly available as set out in our response dated 5 October 2023.
Your further questions dated 16 October 2023 requires the CAA to form an opinion or provide an explanation and thus create the following new information:
1. all of the legislation governing our skies to include weather manipulation practices and processes involved with obtaining the correct permits / consents if any for business purposes. Examples might be
a. to increase the snowfall at Ruapehu if I was to import a ground cloud seeding machine from the USA what are the permits required to emit silver iodide into the atmosphere and get a longer snow season
