development/s of the Avondale Racecourse site (Elm / Ash Streets,
Avondale, Auckland 1026) between 1 January 2022 and 22 August 2024,
excluding privileged legal advice.

Correspondence includes research, reports, emails, texts, notes from phone
calls, meeting agendas and minutes, from within MHUD and between MHUD and
any other party, including but not limited to:
Other Government departments, Crown agencies
Developers, public or private
Incorporated Societies including but not limited to New Zealand
Thoroughbred Racing (NZBN 9429042970491) and Avondale Jockey Club (NZBN
9429042591412)
Lobbyists acting on behalf of external parties
Councils or other local government authorities
Civil society groups and NGOs
Elected officials, politicians

Your request has been forwarded to the appropriate officials to respond.

Your request as it is currently framed will be very difficult to meet
without substantial collation. A digital search of our email system alone
found over 56,000 digital hits of the key phrases associated with your
request. Therefore, refinement of your request will be required to
ensure that the Ministry isn't provided with an unreasonable
administrative burden.

Unless your request is suitably refined, we are likely refuse it under
section 18(f) of the OIA, which applies where the information cannot be
made available without substantial collation or research. Options you
might consider include refining the time period or refining the types of
documents required.  It appears likely that your original request will
need to be clarified or refined to enable us to respond.

Please note that any clarification or refinement of a request is
considered to be a new request for the purpose of calculating the maximum
statutory timeframe for response—see section 15(1AA) of the OIA.
