I refer to your recent request under the Official Information Act 1982
(the Act) to the Ministry of Business, Innovation and Employment on 9
October 2017:
I would like copies of the applications of the mineral exploration
licenses 55162, 60156 and 60216 to assess the work scope and the
applications processes.
The scope of your request covers a significant amount of official
information. “Application records” for permits 55162, 60156 and 60216
includes a minimum of 6 application records (change applications and the
original new permit application). Each of these application records
feature a large suite of documents (we are talking a total of more than
100 docs). Each record includes documents such as:
- Supporting application documents (submitted by the applicant)
- The application form (submitted by the applicant)
- Correspondence between NZP&M and the Applicant
- Correspondence between NZP&M and the affected iwi/hapu.
- Internal file notes
- NZP&M’s Official Recommendation document.
- Invoices and other financial documents (likely to be withheld)
- The resulting permit/change certificate (already publically
available).
As a result, the information requested cannot be made available without
substantial collation or research. Significant consultation would likely
also be required in order to make a decision on the release of this
information.
We therefore invite you to clarify the type of documents and applications
you need for those permits, if possible. For example, are you:
- enquiring after the original new permit applications for the
three permits mentioned
- the change/transfer applications as well?
- requesting the application form and supporting application
documents submitted by the applicant or every document associated with
those application records?
In order for the Ministry to be able to respond to your request in a
timely manner consistent with our obligations under the Act, we ask that
you come back to us by midday, Friday 27 October 2017. Depending on your
response, we may consider extending the timeframe or refusing the request
under the relevant section of the Act.
