Dear Ministry for Culture and Heritage,
I was really disappointed by your response to my previous OIA request (https://fyi.org.nz/request/6830-tvnz-arc...) seeking the New Zealand Film Archive's initial proposal to manage the TVNZ Archive.
You replied with 3 pages containing draft budgets - supplied without any context, even though the pages appear to come from larger documents. I find it hard to believe that this amount of documentation resulted in the Ministry giving the archive $8 million of public funding.
Therefore I submit this new OIA request in the hope that it will be taken more seriously.
My request: Please supply all official information that the Ministry holds that was authored or commissioned by the NZ Film Archive/Nga Taonga during the period 1 Jan 2012 - 31 Dec 2014, and received by the Ministry which relates to the TVNZ Archive Collection.

I refer to your request under the Official Information Act 1982 (OIA),
dated 8 March 2018 for:
all official information that the Ministry holds that was authored or
commissioned by the NZ Film Archive/Nga Taonga during the period 1 Jan
2012 - 31 Dec 2014, and received by the Ministry which relates to the TVNZ
Archive Collection.
The OIA requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision.
This extension is necessary because your request necessitates a search
through a large quantity of information and meeting the original time
limit would unreasonably interfere with our operations.
This extension has been made under section 15A(1)(a) of the OIA. You can
expect to receive a response to your request by 24 April 2018.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or free phone 0800 802 602.

Dear Ministerial and OIA Enquiries,
Thank you for the information. I'm surprised the archive didn't supply the Ministry with any documents (e.g. a plan) that gave an assurance they could fulfill the high digitisation targets given that they were digitising under 6,000 titles per year before the TVNZ transfer. Something to think about for the next MoU.
Can I just ask, you mention in your letter the document with draft digitisation outputs. I was unsure if this was actually included in the pdf - are you able to double-check please,
