Dear Palmerston North City Council,
Under LGOIMA & Constitution Act 1986
I require a copie of land title for all public roads within the Central Bussiness District of Palmerston North where there are paid parking meters.
I also require all documentation that gives the Palmerston North City Council the right to charge for parking on a public road within the CBD or to issue infringement notices(Bill of Exchange)to a Sovereign citizen under Constitution Act 1986.

Dear Carletta Chang,
When the "Constitution Act 1986" came into effect.
All previous Acts,Bylaws,Statutes etc within New Zealand became invalid against a New Zealand born Sovereign Citizen. Also all Acts,Bylaws,Statutes passed by they New Zealand parliament after this date are also invalid against a New Zealand born sovereign Citizen. As there has never been a referendum completed within New Zealand on how our laws are acted upon against a New Zealand born Citizen. All Acts,Bylaws,Statutes etc are invalid against a New Zealand born sovereign Citizen. So all the information that you have sent me do's not apply to a New Zealand born Sovereign Citizen. So for the PNCC to issue a bill of exchange in the name of a parking infringement. Can you please supply me with a copie of A court order that overrides the "Constitution Act 1986" which would then give the PNCC the right to issue a Bill of Exchange in the name of a Parking Infringement Against a New Zealand born Sovereign Citizen. Or am i lead to beleive this is fraud on the part of the PNCC.

Dear Graeme Tong,
Regarding your letter dated 14 August 2013 you state.
"Council has given careful consideration to the 'Constitutional Act 1986' & has concluded that this Statute does not apply to the issuing of parking infringement notice"
I strongly disagree with this statement as the 'Constitutional act 1986' does apply to the PNCC in issueing parking infringement notices.
As for the PNCC to issue a parking infringement notice against a New Zealand born sovereign citizen there would have to be a referendum completed by New Zealand born sovereign citizes to give the PNCC the right to issue parking infringements against A New Zealand born sovereign citizen.
So once again can you please supply me with this documentation.
or is the PNCC acting illegaly on this matter.

I think you're crossing the line into being vexatious here. They gave you a response back in May. You obviously don't like that response. But asking repeatedly for a response you do like is not going to produce one. If you believe this agency has refused to provide a proper response, then I suggest you take it up with the Ombudsman.
