Hutt City Council has not been able to find a copy of the Seaview Links Project Feasibility Report 2015. Accordingly, your request for this information is refused under section 17(g) of the Local Government Official Information and Meetings Act, on the grounds the information requested does not exist or, despite reasonable efforts to locate it, cannot be found.
I have located the Waka Kotahi NZ Transport Agency report linked here: www.nzta.govt.nz/assets/projects/petone-.... This may be of interest to you. It includes discussion on feasibility of a linking road in the vicinity of Seaview. This could be the road that the Seaview Links Project Feasibility Report relates to, and Waka Kotahi NZ Transport Agency may be able to provide you with more information on it.

While Hutt City Council does not seem to hold a copy of the report you requested, it may be held by another agency. I suggest you ask either Waka Kotahi NZTA or Greater Wellington Regional Council if they hold it.

Thank you for the the linked report: The "Petone to Grenada Project Chronology of Reports and Decisions" is of interest to me.
My request for the "Seaview Links Project Feasibility Report 2015." remains extant.
The response to an email enquiry to Stantec indicates they hold a copy but are unable to release any information on a clients behalf.

The Seaview Links Project Feasibility report requested is important because it is referenced in the "Petone, Esplanade Strategic Case". Of all of the documents referenced in the Strategic Case, the Seaview Links Project Feasibility Report was the only document I have requested. Based on comments in the Strategic Case, the Feasibility Report has shaped the strategy. It is considered likely that the loss of the Seaview Links Project Feasibility Report is non-compliant with the Public Records Act 2005. Very disappointing.
