I would like to request the safety report and all decision making documentation related to NZ Post changing from red to dark blue on their vehicles please. Considering darker colors are harder to see on the roads, I would to understand the rationale behind the decision as well as the documentation that supports it.

Further to your Official Information request received on 4 July, we have
attached relevant documentation relating to NZ Post's decision to change
the colour of its vans from red to blue and provided explanatory notes
below.   Please note that extracts have been provided from the relevant
report because the report covered a broader range of topics which are not
directly relevant to the information you have sought.  Attached to this
email is:

 1. An extract from the NZ Post Livery Testing & Recommendation report
carried out by a senior crash analyst/road & vehicle safety
consultant, Stu Kearns.  The extract provided specifically refers to
the consultant's assessment of the colour change and the evidence in
support of his view and ultimate recommendation for the base blue
colour. 
 2. Stu Kearns’ endorsement/recommendations, qualifications and
experience which have also been collated from the NZ Post Livery
Testing & Recommendation report
 3. An extract from our vehicle brand guidelines – Brand Specification
2023 which refers to the testing and reasoning behind the decision to
change to blue
