Dear Christchurch City Council,

In a recent article in the Press, The mayor Lianne Dalziel was quoted as
saying that "Free Parking is not free" and "she was not convinced of the
initiative's value" of the 1 hour of free parking in the at Christchurch
City Council's Lichfield St and Art Gallery car parks.

In regards to the above under the Official Information Act, could you
please answer the following questions.

1) How much does the Council or Mayor Dalziel pay for her mayoral carpark
per hour at The Christchurch City Council (C.C.C.) Herford Street Complex?

2) How much do each of the C.C.C. Councilors pay per hour for their
designated car parks at The C.C.C. Herford Street Complex?

3) How much do staff members with C.C.C. Fleet vehicles pay per hour at
The C.C.C. Herford Street Complex?

4) Do C.C.C. Fleet Vehicles have to pay for parking; if parked on the road
where meters are in place in the CBD and throughout Christchurch on public
roads that are metered?

5) What was the total cost of parking and road infringements in the past 2
years for CCC Fleet Vehicles, and were they paid for by the C.C.C. or
individual staff?
5a) Of those infringements that were paid for or waived by the C.C.C.,
what is the total dollar value of this (Paid + Waived), if staff were made
to pay their own infringements
5b) What is the percentage of Council staff having infringements waived to
those paid, compared to non staff members (members of the public)?

6) What was the estimated cost of building the carpark in the C.C.C.
Herford Street Complex?

7) If the mayor believes that it is "difficult to assess how many extra
people had come into town as result of the free parking", how will the
Christchurch City Council determine how many more people have come into
the entire CBD, based on a $130,000 marketing campaign, $80,000 for small
scale events and another $70,000 employing an "activation co-ordinator"?

Council Response

Please see responses to your questions below:

 

1) How much does the Council or Mayor Dalziel pay for her mayoral carpark
per hour at The Christchurch City Council (C.C.C.) Herford Street Complex?

Under the Schedule of Elected Members Allowances and Expenses the Mayor,
Deputy Mayor and Councillors are provided with carparks for use whist on
Council business.  There is no cost to these elected members for using
carparks for Council business.

2) How much do each of the C.C.C. Councilors pay per hour for their
designated car parks at The C.C.C. Herford Street Complex?

 

See Question 1 above.

3) How much do staff members with C.C.C. Fleet vehicles pay per hour at
The C.C.C. Herford Street Complex?

Nil.  No staff members with Council fleet vehicles park at Te Hononga /
the Civic Building.  The only fleet vehicle that is parked at this
location is allocated to the Mayor's Office for official business. 

4) Do C.C.C. Fleet Vehicles have to pay for parking; if parked on the road
where meters are in place in the CBD and throughout Christchurch on public
roads that are metered?

Yes, any Council vehicle owned and driven by staff parked in a metered bay
whether CBD or public road needs to pay as per anyone else. The driver is
responsible for this cost.

5) What was the total cost of parking and road infringements in the past 2
years for CCC Fleet Vehicles, and were they paid for by the C.C.C. or
individual staff?

5a) Of those infringements that were paid for or waived by the C.C.C.,
what is the total dollar value of this (Paid + Waived), if staff were made
to pay their own infringements
5b) What is the percentage of Council staff having infringements waived to
those paid, compared to non staff members (members of the public)?

Council does not collect information on the total cost of parking and road
infringements for CCC Fleet Vehicles. Vehicle drivers are responsible for
any infringement costs and notices are passed on directly to those drivers
who need to deal with them as if they were members of the public. Given
that we do not collect this information, we are unable to answer 5 a or 5
b.

6) What was the estimated cost of building the carpark in the C.C.C.
Herford Street Complex?

This information is not able to be readily separated out from the total
cost of Te Hononga / the Civic Building.

7) If the mayor believes that it is "difficult to assess how many extra
people had come into town as result of the free parking", how will the
Christchurch City Council determine how many more people have come into
the entire CBD, based on a $130,000 marketing campaign, $80,000 for small
scale events and another $70,000 employing an "activation co-ordinator"?

 

Council has decided not to fund this campaign.  Mechanisms generally used
to measure the impact of similar campaigns include:

·         retail and hospitality spend data

·         Event attendance numbers

·         Pedestrian counts

 

Based on the points raised above have decided to refuse some of your
request under the following section of the LGOIMA:

-          17(g) – the information requested is not held by the local
authority
