Dear Māori Health Authority,

For our own community, I'm wanting to understand what locality plans or drafts have been received as part of the new Pae Ora Act provisions and the process for decision-making around funding them.

Could I request a copy of any plans or drafts received and a copy of any reports/draft papers or internal documents that review them and/or identifies options or pathways to funding according to any provisions being developed to deal with incoming locality plans and resulting decisions.

Could I have a copy of the procedure being used to process the draft locality plan of the Taikorihi Locality Partnership Group, a copy of the draft plan and any information that indicates its progress towards funding decisions or otherwise.

Thank you for your email received by Te Whatu Ora on 8 September 2023,
asking for the following under the Official Information Act 1982 (the
Act). Please see our response below.

“1) a copy of any plans or drafts received and a copy of any reports/draft
papers or internal documents that review them and/or identifies options or
pathways to funding according to any provisions being developed to deal
with incoming locality plans and resulting decisions
2) a copy of the procedure being used to process the draft locality plan

otherwise.” 
 

This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 6 November 2023, at the latest.

This extension is required because the consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.

Please note, while we have applied a 20 working day extension, we hope to
have a response with you shortly, as our response is currently going
through our internal approval process.

Dear hnzOIA,
I've requested any information you can provide regarding the progression of locality plans under the Pae Ora Act, noting s55 requires consultation process in formation of them then reporting progress in the annual plan. From your last response it seems there either was no plan in place to progress a locality plan (as requested for Northland) or the absence of any finished plan was used as a reason to not provide other official information that would indicate a process in place.

I wish to repeat the request for any information such as a reports, briefs, memos or internal communications which provide an accurate idea of how locality planning is progressing, anticipated timeframes for release, copies of any internal drafts pre-release along with any guidance that has been provided to Te Whatu ora such as from ministers or from Te Whatu ora to localities/DHBs on the progression of said plans.

Aside from any continued process of the previous administration, I am particularly interested in any new directives since the current government was formed and guidance relating to consultation with Māori, how 'other entities' and 'appropriate groups' are being decided by HNZ for inclusion and what approach it is taking to include Maori since the removal of the need to consult the Maori health authority. This information is sought so our communities of interest may know how to best advocate for our wellbeing outcomes not necessarily in direct communication with a DHB or on national Maori health kaupapa etc.
